A brief history of ENRIO
| The European Network of Research Integrity Offices (ENRIO) was created in 2007 following the inaugural World Conference on Research Integrity in Lisbon, when research integrity (RI) professionals from across Europe started collaborating informally. Over time, this collaboration evolved into a structured network, with biannual meetings becoming a key forum for sharing experiences and guidance. In 2016, ENRIO gained secretarial support, and by 2020 it was formally established as a non-profit association under Belgian law. Beyond its core role of facilitating networking and exchange, ENRIO has made tangible contributions to the field of research integrity. It has published essential handbooks—on investigating research misconduct (2019) and on protecting whistleblowers (2023)—and has organised the European Congress on Research Integrity in 2021, 2023, and 2025. ENRIO currently brings together 31 member and contributor organisations across 23 European countries, amplifying its influence on research integrity practices across the continent. |

Strategic and operational priorities

Strategic Priority A: Consolidate ENRIO’s function as a trusted forum and mutual support network, with an inclusive and sustainable membership structure. Context: ENRIO is an independent network of national organisations and expert contributors that shape and implement research integrity governance in European countries. The network is a forum for exchanging ideas, learning from each other, monitoring developments and professionalisation. This priority aims to strengthen ENRIO as a collegial and supportive network of member organisations and contributors. ENRIO’s regular meetings are designed to encourage open exchange among members — allowing participants to share developments, experiences, and challenges, as well as to seek advice from peers, in an intimate setting of trust. ENRIO Office provides the network with membership details and contact information, in the form of a webpage and a folder with an overview of all ENRIO members per country. ENRIO develops and follows a consistent membership curation strategy through continued dialogue with existing members to better align mutual expectations, understand their developments and nurture their sense of ownership/belonging and willingness to contribute to ENRIO. ENRIO Board and Office reach out proactively to countries not yet represented in ENRIO, identifying new contacts so that ENRIO’s network may support and advise them. Strategic Priority B: Create high-impact, member-informed guidance and tools that address real-world RI challenges. Context: As a key advisory body, ENRIO develops practical resources for the European research integrity community. ENRIO provides research integrity professionals and policymakers with a consolidated synthesis of the collective expertise of its members. This practical guidance and tools contain recommendations that can enhance the maturity of research integrity landscapes. ENRIO builds partnerships with other key players in and beyond research integrity. To ensure its work remains relevant and evidence-based, ENRIO’s activities are guided by the priorities and experiences of its members. Topics for future ENRIO publications and initiatives are identified through ongoing dialogue within the network, reflecting national developments and shared challenges. ENRIO also maintains and further develops its collection of Country Reports, a valuable resource offering an overview of national systems and practices in research integrity. This work contributes to greater transparency, mutual learning, and understanding of research integrity governance across Europe and takes into account needed resources, long-term sustainability and the value for ENRIO members and for ENRIO’s position. The ENRIO Congress, held every two years, serves as a major platform to advance research integrity dialogue, showcase developments, and reinforce collaboration within the community. A dedicated Congress Committee oversees its organisation and ensures the long-term sustainability and visibility of this key event. In all its activities, ENRIO works in strategic partnership with other European and international actors to jointly strengthen research integrity and foster responsible research cultures. Strategic Priority C: Establish ENRIO as a key voice shaping RI policy and harmonisation efforts across Europe and globally Context: ENRIO provides a strong voice for research integrity, by making research integrity policies and practices a priority and by contributing to research integrity policy, thanks to the cumulative knowledge, experience and vision of its members. ENRIO builds partnerships with other key players in and beyond research integrity. ENRIO also fosters partnerships with other key organisations within and beyond research integrity. Through its working groups and thematic collaborations, ENRIO promotes a shared understanding of research integrity concepts and practices, supporting a process of soft harmonisation across Europe while respecting national specificities. To remain responsive to emerging developments, ENRIO continuously monitors the European RI policy landscape, identifying new developments and opportunities for engagement. Through regular scanning and with the help of members and partners signalling opportunities, ENRIO contributes to relevant consultations, responds to media enquiries, and represents the perspectives of its members by initiating and publishing policy-relevant statements, either independently or in cooperation with partner organisations. Strategic partnerships are central to ENRIO’s mission. The network works closely with established organisations such as The European Network of Research Ethics Committees (EUREC), the European Federation of Academies of Sciences and Humanities (ALLEA), the Ethics and Research Integrity Officer Network (ERION) within the European Association of Research Managers and Administrators (EARMA), the Embassy of Good Science, the European Network for Academic Integrity (ENAI), and the World Conferences on Research Integrity Foundation (WCRIF). These collaborations are guided by shared goals and mutual benefit, strengthening ENRIO’s contribution to a coherent and responsible European research environment. Strengthening ENRIO’s governance, visibility, and communication To effectively deliver on its strategic priorities, ENRIO ensures a robust internal structure built on principles of good governance, transparency, and responsible communication. The network continuously strengthens its organisational framework, financial and legal compliance, and data management practices to operate as a trusted and sustainable entity. |
